The primary purpose of this position is to serve as the SpOC Information System Security Manager (ISSM), provide management and oversight for the Cybersecurity program for Peterson and SpOC Sensitive Compartmented Information (SCI) and Intelligence, Surveillance and Reconnaissance (ISR) systems. Headquarters United States Space Force, Space Operations Command, Directorate Intelligence Surveillance and Reconnaissance; Special Security Division (HQ USSF SpOC/S2S); Peterson AFB, Colorado.

Duties

Supports the Command Chief Information Officer (C-CISO) in Managing in the SpOC Intelligence Community (IC) Cybersecurity Program to ensure SpOC compliance with the IC and Department of Defense (DoD) and cybersecurity directives. Assists with Coordinating the Assessment and Authorization (A&A) actions for SpOC intelligence sites, networks and systems. Oversees Cybersecurity program for Peterson IC site. Collects, compile and reports data from all SpOC sites for the purpose of responding to AF IC and AF JWICS data calls, Federal Information Security Modernization Act (FISMA) quarterly and annual reporting, Tasking Orders (TaskOrd); and incident reports. Develop methods to facilitate collection and compilation of data, use productivity software and collaborative tools (i.e. SharePoint) to create products easy to read and understand.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information.
  • Involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

  • The incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
  • Failure to receive the proper IA certification may result in removal from this position.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the education and/or experience requirements described below. NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below: BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of concepts, principles and practices in the management of Cybersecurity, including in depth knowledge of current information systems infrastructures, networking, operating systems, and applications, and skill in applying this knowledge to difficult and complex work assignments. Comprehensive, practical knowledge of Cybersecurity policies and procedures in order to oversee systems/network certification and accreditation and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of current and emerging Command, Control Communications, Computer (C4) and Command and Controls, Communication, Information (C3I) and Intelligence Surveillance and Reconnaissance (ISR) programs. 2. Knowledge of US and international Cybersecurity standards, as well as the Cybersecurity field that includes Computer Security (COMPUSEC), Network Security, Incident Response, Defense in Depth, and RMF. 3. Knowledge of national, defense and Air Force laws, directives, policies, and regulations pertaining to unique communication and data processing requirements associated with processing SCI and intelligence data. 4. Skill in performing in-depth technical system analysis and applying acquired knowledge and experiences to forecast new computer methods required to support intelligence information users. Ability to perform independent assessments based on incomplete data for all forms of electrical communications. 5. Ability to communicate orally and in writing, clearly, concisely, and accurately. 6. Ability to interpret, analyze, and evaluate new system engineering technologies and their effort on the operating environment and determine security vulnerabilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
