Duties
At the GS-07 and GS-09, you will perform developmental duties as assigned.
At the Full Performance Level (GS-11), you will perform the below duties:
You will perform or advise on work in budget administration, accounting or financial management.
You will maintain a detailed intensive knowledge of policies, precedents, goals, objectives, regulations, guidelines and financial management systems.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.
Requirements

- Must be determined suitable for federal employment.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-07:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting with the performance of functions of budget and/or financial objectives. Specialized experience includes the some or all of the following: (1) Gathering financial data and identifying discrepancies in the data; (2) Assisting in the preparation of budgets; and (3) Has knowledge of administrative and financial management systems.
GS-09:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying a wide range of standard practices and procedures to phases of an annual budget and/or financial administrative processes. Specialized experience includes most or all of the following: 1) Analyzing financial data to recommend costs and benefits; 2) Assisting in development, determination, and interpretation of budgetary policies and practices; and 3) Ability to work independently and within a team environment assisting in accounting, budget, and other related financial management work.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-07:
1 full year of graduate level education OR a bachelor's degree withsuperior academic achievement OR a combination of experience and education.
GS-09:
master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related OR a combination of experience and education.
Such education must demonstrate the knowledge, skills and ability to do the work.
