The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over assigned nonsupervisory HQ AFMAA employees.
Duties
As Branch Chief plans, organizes, and oversees the end to end processes and programs for assigned Management Engineering Programs ensuring they comply with legal and regulatory requirements and meet customer needs. Develops goals and objectives that integrate organization and MEP and PI objectives.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Represents HQ AFMAA to Air Force and DoD agencies and leadership, other Federal Government entities, and industry organizations. Establishes, develops, and maintains effective working relationships with HAF, MAJCOM, combatant command, Air Reserve Component, base and local manpower office, and other DoD entities.
Conducts and/or leads studies and/or initiatives to improve program(s) and/or influence policy changes for assigned functional areas that typically involve long-range, highly complex, and often sensitive topics. Prepares or oversees preparation of instructions, manuals, and other materials designed to improve effectiveness of operations and programs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert technical knowledge of management engineering (ME) principles, concepts, methodologies, guidance, and organization principles to independently perform, evaluate, and direct ME programs impacting difficult and unique ME projects; identify and resolve complex issues; and make informed recommendations and decisions relating to those efforts. Ability to communicate effectively both orally and in writing; present, negotiate, and defend complex, sometimes controversial advice, positions, and issues; and gain cooperation from others through technical competence, tact, courtesy, and diplomacy. Directs programs that perform complex administrative work.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert technical knowledge of management engineering (ME) principles, concepts, methodologies, guidance, and organization principles to independently perform, evaluate, and direct ME programs impacting difficult and unique ME projects; identify and resolve complex issues; and make informed recommendations and decisions relating to those efforts.
2. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
3. Skilled expert using computer systems to perform highly complex data analysis and produce detailed reports applicable to a ME; demonstrated skill using data manipulation and extraction techniques to locate and access information with a personal computer and software programs.
4. Ability to plan, organize, mentor, motivate, direct and appraise the staff of a small to medium organization, and to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources.
5. Demonstrated ability to communicate effectively both orally and in writing; present, negotiate, and defend complex, sometimes controversial advice, positions, and issues; and gain cooperation from others through technical competence, tact, courtesy, and diplomacy.
6. Demonstrated ability to use technical expertise in ME measurement tools, analytical and evaluative techniques to determine team effectiveness and mentor others on how to identify and resolve difficult issues concerning efficiency and effectiveness of program operations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
