The primary purpose of this position is to serve as the Information Technology Specialist (Security) and perform work to plan, analyze, design, develop, test, conduct quality assurance, configure, install, implement, integrate, maintain, manage and secure special access program (SAP) systems used for transmission of information in voice, data, and video formats.
Duties
Serves as the HQ AF/A30X STO, CAB, and CW Information System Manager for Deputy Chief Staff for Operations.
Manages the Network Security programs for the organization.
Serves as the Communications Security (COMSEC) Manager for all cryptographic activities.
Manages assigned STO, CAB, and CW security clearance billets and associated accesses for the Air Force and components.

- Incumbent will be required to undergo the administration of a counter- intelligence polygraph and must satisfactorily pass such examination as a condition of employment.
- Position may be required to work an uncommon tour of duty. Incumbent may be required to be on standby after normal duty hours and work varying hours, rotating shifts, and/or significant overtime,

- This position is designated by the Air Force as a Testing Designated Position (TDP). As a mandatory requirement for employment in this TDP, the incumbent is to refrain from the use of illegal drugs and required to submit to urinalysis testing.

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A).

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes: Applying IT security requirements for certification and accreditation, network operations and protocol, systems testing and evaluation, and performance management methods sufficient to implement and coordinate activities designed to ensure, protect, and restore IT systems, services, and capabilities; Providing advice and guidance in implementing IT security policies and procedures in the development and operation of network systems; Utilization of IT and communication computer security techniques, requirements, methods, sources, and procedures in INFOS EC, EM SEC, and STE Automated Software security.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of a full range of IT security principles, concepts, practices, products and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures.
Expert knowledge of IT security requirements for certification and accreditation; network operations and protocols; systems testing and evaluation; and performance management methods sufficient to implement and coordinate activities designed to ensure, protect, and restore IT systems, services, and capabilities; to monitor and evaluate systems compliance with IT security requirements; provide advice and guidance in implementing IT security policies and procedures in the development and operation of network systems; to plan and conduct security accreditation reviews for installed systems or networks; and to recommend new or revised security measures and countermeasures based on the results of accreditation reviews. Broad knowledge of IT and communication computer security techniques, requirements, methods, sources, and procedures in INFOSEC, EMSEC, and STE Automated Software security.
Mastery of broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications.
Knowledge of Local Area Network security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry.
Ability to communicate effectively, both orally and in writing, to prepare concise written reports and briefings, and to develop and conduct training on information security.
Knowledge of safety and security regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
