This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in GC's Administrative Management Services Center (GC/AMS), at the U.S. Agency for International Development (USAID).
Duties
Serves as primary liaison to the human resources office. Provides oversight for all requests to HR and supporting documentations.
Advises on the administrative feasibility of operating plans, suggestions, and proposals.
Analyzes financial and budget control statements. Provide budget management and analysis for a variety of programs.
Oversees obligations, and expenditure of funds to assure that objectives are being met. Develops budget estimates and justifications and provides budgetary advice to GC Front Office.
Review contracts, grants, cooperative agreements, and other obligating documents for legal sufficiency; and prepares and edits narrative justifications for projected funding needs.
Prepares necessary documents for the accession and de-accession of workspace equipment and property.
Requirements
- United States Citizenship is required.
- Relevant experience (see Qualifications below).
- Must be able to obtain and maintain a Secret clearance.
- Time in grade must be met by the closing date of the vacancy announcement.
- Males born after 12/31/1959 must be registered with the Selective Service.
- GC is filling a temporary need through a one-year promotion assignment, which may be extended up to four years and made permanent later if necessary.

Specialized Experience:
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes:a) serving as a subject matter expert in workforce development and on related budget considerations, and staffing matters; b) coordinating administrative services for a moderately large (150+people) and complex organization; c) leading projects and/or teams in the coordination and completion of actions related to logistics, security and badging, space management, travel policy and processing, emergency planning, performance management, training; (d) serving on working groups or panels in the development of policy or procedure.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
