Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of the Chief Financial Officer, Office of Budget and Program Performance, in Washington, District of Columbia.
This is a bargaining unit position that it is not currently covered by a bargaining unit agreement.

You qualify for the GS-11 grade level if you possess one of the following:
Experience: One (1) year of specialized experience equivalent to the GS-09 grade level or equivalent performing duties such as:
Serving as a mid-level analyst or advisor to management on a major mission or administrative program requiring the application of a wide range of qualitative and quantitative methods.
Reviewing all submissions for substance, conformance, and completeness to ensure compliance for authorization from management.
Reviewing budget estimates for salaries, supplies, and services analyzing the distribution of funds, and actual execution as compared to planned data.
Providing technical assistance and support to management in all matters relating to the planning of management programs in an effort to meet mission requirements.
OR
Education: A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M., if related. Graduate education must be from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
Combination of Education and Experience: A combination of successfully completed graduate education and experience maybe used to meet the total qualification requirements for the GS-11 position. Combinations are computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education beyond the second year may be used to qualify applicants for positions at grades GS-11. Graduate education must be from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work.
