Duties
This position is located within the Department of the Interior, Office of the Secretary, Business Integration Office located in Lakewood, Colorado, or Reston, Virginia.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
Recommend enhancements and modifications to automated core finance software for accounts payable or purchase card processes, or accounts receivable, sales and distribution, and/or G-invoicing/Inter and Intra agency agreements, or travel and travel obligation processes, or labor, or other finance related functions in order to meet the changing and diversified needs of the Department of the Interior's financial management workforce.
Work closely with the financial systems analysts, software developers, stakeholders and system users to accurately document proposed modifications and enhancements within the framework of a structured software governance structure and change management process.
Provide business process design and automated solutions that ensure proper transaction posting/recording, incorporating internal controls, and reconciliation at all levels.
Manage and coordinate core finance activities within areas of responsibility to ensure core finance program integrity, system operational efficiency and compliance with Federal regulations.
Create well-documented instruction/guidance for end users to enable their most effective use of our financial systems and related support systems, reinforcing and complying with DOI and Federal regulations and policies.
Interact effectively with functional and technical resources in other areas of the ERP solution and third party business partners in support of Finance, Accounting, Acquisition, Financial Assistance, Personal Property, Fleet, Real Property, Budget Formulation, to produce an efficient and accurate enterprise solution.
The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-11: $80,665 - $104,861 per annum (Lakewood, CO) / $82,764 - $107,590 per annum (Reston, VA)
GS-12: $96,684 - $125,685 per annum (Lakewood, CO) / $99,200 - $128,956 per annum (Reston, VA)
GS-13: $114,970 - $149,465 per annum (Lakewood, CO) / $117,962 - $153,354 per annum (Reston, VA)
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements OR (2) Specialized Experience for the series/grade to which you are applying.
GS-11:
A. Specialized Experience:
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-9 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Experience with Enterprise Resource Planning systems (ERPs) with focus on functionality specific to accounts payable, purchase card processes, and/or accounts receivable; OR experience with sales and distribution, and/or G-Invoicing/Inter and Intra Agency agreements; OR travel and travel obligation processes, labor, and/or other finance related functions; AND
Experience with business process design or business process engineering or automation efforts. MUST MEET 1 and 2.
OR
B. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR
C. Combination of education and experience: A combination of specialized experience and education that totals 100% of the experience requirement.
GS-12:
Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Experience with Enterprise Resource Planning systems (ERPs) with focus on two or more of the following business processes: accounts payable; OR purchase card processes; OR accounts receivable, sales and distribution, and/or G-Invoicing/Inter and Intra Agency agreements; OR travel and travel obligation processes; OR labor; OR other finance related functions; AND
Experience with one or more of the following: business process designs or business process engineering; OR robotic process automation (RPA); OR software designs and project management methodologies (i.e., Agile, Waterfall, Project). MUST MEET 1 and 2.
GS-13:
Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Leadership or Management experience with Enterprise Resource Planning systems (ERPs) with focus on two or more of the following business processes: accounts payable; OR purchase card processes; OR accounts receivable, sales and distribution, and/or G-Invoicing/Inter and Intra Agency agreements; OR travel and travel obligation processes; OR labor; OR other finance related functions; AND
Experience with managing one or more of the following: business process designs or business process engineering; OR robotic process automation (RPA); OR software design and project management methodologies (i.e., Agile, Waterfall, Project). MUST MEET 1 and 2.
NOTE: At the GS-12 and GS-13 levels you may NOT substitute education for experience.
