Duties
Salary Range Portland, OR: $93,543-$121,601
Salary Range Prineville, OR: $86,962-$113,047
Serving as a Project Manager on Protests, Appeals, and Litigation Teams.
Conducting technical reviews and preparing responses to administrative protests/appeals and litigation.
Overseeing or giving advice on the development and maintenance of the administrative record for appeals and litigation.
Providing training, (nonlegal) advice, and other assistance to state, district, and field personnel on protests, appeals, litigation, and administrative records.
Working with solicitors, attorneys, and staff on court and quasi-judicial documents and declarations. Providing training and other skill improvement forums to enhance district and field office skills related to protests, appeals, litigation, and administrative records.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Planning, scheduling, coordinating, and managing projects to include establishing a system to review, control, and report on project status; (2) Preparing detailed action plans and schedules for long and short-range project accomplishments; (3) Conducting technical reviews to prepare responses to administrative protests/appeals, and/or litigation; (4) Analyzing plans, proposals, or ideas to assess their merits and the potential impact of proposals to make technical changes and develop alternatives to projects; and (5) Creating and implementing long-term, administrative records.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
