Duties
Performs resource management functions to include budget, program requirements, billing and revenue, cost analysis, agreements, business operations, workforce management, and congressional inquiries.
Assesses financial execution results and provides advice and recommendations in those instances where corrective actions are needed to support operational and functions.
Develops work year projections, reviews work year execution and productivity initiative in assigned areas.
Identifies problem areas and recommends actions/tasking to improve operations, correct deficiencies, and prevent recurrence or problems.
Develops position papers, analyses, and policy and program recommendations to support taskings assigned to the RM organization from the Director, DFAS or external agencies.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: Serving as a staff expert or advisor on finance related organizational programs in order to recommend solutions, apply and interpret regulatory material, analyze and evaluate problems, and coordinate resolutions that have a multi-organizational or agency wide impact; and providing management consulting services and assistance to supported customers in the application of finance related project/program management theories, concepts, principles and standards..

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-13, applicants must have served 52 weeks as a GS-12 or higher in the Federal service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
