This position is part of the Defense Human Resources Activity, Defense Manpower Data Center. The incumbent will serve in the Customer Relationship Management (CRM) Directorate and will be responsible for managing the sponsoring entity relationship throughout the entire service lifecycle, conducting investment management activities and serving as the initial contact for customers seeking DMDC services
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As a IT Program Manager at the GS-2210-14 some of your typical work assignments may include:
Serves as a DMDC customer relationship representative to DOD or components, providing updates to customers on analysis and processing results of incoming requests and inquiries, status reports, and recommendations of system solutions.
Provides program management responsible for the evaluation and oversight of the effectiveness and efficiency of major IT program operations and interrelated issues throughout an agency. Evaluations take into consideration factors such as cost-effectiveness, attainment of program goals and objectives, and compliance with pertinent legal and regulatory guidelines.
Designs and conducts complicated reviews and studies and provides advisory services on issues of such complexity that they often require input and assistance from other analysts and subject-matter specialists throughout the agency.
Provides program management services and oversight to agency management on IT portfolio analysis, annual/multi-year and long-range fiscal/IT program planning and/or commercial issues for key agency programs.
Directs/conducts cost comparison/benefit studies of current or projected programs.
Develops lifecycle cost analysis of projects.
Plans and establishes long-range (more than 5 year) IT program goals, objectives, and measurement criteria.
Evaluates and makes recommendations concerning overall plans and proposals for component programs and projects impacting the accomplishment of DOD strategic directives, including new interpretations and recommendations for additional policies and interpretive guidance.
Prepares and refines new IT system business requirements and functional system change requests submitted by customers and functional sponsors for approval by DMDC, to include current or future systems.

Qualifications
You may qualify at the GS -14 , if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
1. Applies IT program and portfolio management to formulate, plan, deploy, and execute the development of innovative IT management systems.
2. Develops multi-year budget plans and annual operating budgets throughout the Planning, Programming and Budgeting System (PPBE) cycle to ensure sustainment of an Information Technology program.
3. Plans, programs and determines distribution of allotted funds, resolves budget shortfalls, and identifies management staffing and contracting requirements in support of IT program management.
4. Tracks and monitors Program Objective Memorandum (POM) and Un-Funded Requirements (UFR) for IT program management.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
