The position serves as the Financial Program Specialist, located in the Office of Administration (OA) within Court Services and Offender Supervision Agency for the District of Columbia (CSOSA). CSOSA provides community supervision of adult offenders released by the DC Superior Court or the United States Parole Commission on probation, parole and supervised release in the District of Columbia.
Duties
The Financial Program Specialist position holds significant validity in the Office of Administration (OA). This role plays a crucial part in ensuring the efficient and effective management of the financial program for the OA Offices of Procurement, Facilities and Security. With its emphasis on financial planning, budgeting and analysis, this position requires a high level of expertise and knowledge in financial management principles and practices. The GS-14 level indicates an expert-level position, signifying the importance of the position and the inherent responsibilities.
Administers the formulation and justification of the budget for OA. Serves as the technical authority on budget formulation for OA and has national impact. Oversees the formulation of budget estimates and justifications for conflicting program and budgetary requirements.
Reviews, analyzes, revises, and recommends approval, disapproval, or modification of budget requests and justifications. Receives requests from budget analysts/officers at subordinate· components of the CSOSA. Analyzes, combines, and consolidates budget estimates into a budget document that reflects the balanced, multi-year funding needs of OA or the Agency
Serves as certifying official authorizing the disbursement of government funds in accordance with policy, precedent, and legal regulations.
Serves as an expert, analyzing and resolving complex issues related to the financial program aspects of a significant organizational segment of an agency, such as a regional office, Center, or major field installation. Prepares detailed analyses and estimates of annual funding needs for one or more future budget years.
Responsible for fund maintenance of programs, appropriateness of expenditures, collection of funds, and ensuring the fiscal integrity of all financial records for the Office of Administration.
Projects complex financial data and reports to determine overall financial status for key agency programs.
Provides expert analysis and resolution of complex budget program issues for a significant organizational segment of an agency, such as providing analyses and estimates of annual funding needs for future budget years, and/or providing procedural and regulatory guidance concerning availability of or limitations on the use of funds.
Serves as OA's Contracting Officer's Representative (COR). Provides subject matter expertise to ensure the requirements of assigned contracts are met. Monitors the contractor's effort and progress in meeting the requirements of the contract. Negotiates contractual aspects of a major program that involved coordination of multiple contracts.
Plans and manages varied and complex projects in conjunction with multiple project teams with precedent-setting results. Develops long-range project management plans for efficient and effective project implementation and administration. Provides advice and assistance on a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex short and long-range project goals, methods for developing detailed plans for implementing project objectives, and the overseeing of project goal implementation.

Qualifications
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13 or equivalent in other pay scales) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: Experience serving in a position with the duties and responsibilities of a financial program administrator (or similar position) managing the operational budget and financial funding aspects of program activities within a large organization, company, or agency. These duties and responsibilities include but not limited to (must meet all):
Budget Administration
Administering the formulation and justification of the budget for an organization, company, or agency.
Preparing, justifying, and administering the program budget within a large organization, company, or agency.
Analyzing, combining, and consolidating budget estimates into a budget document that reflects the balanced, multi-year funding needs for program activities within a department, organization, or agency.
Interpreting and assessing the impact of new and revised Congressional legislation on the formulation of budgets.
Financial Administrator
Performing financial analysis on agency or organizational operating programs to ensure continuity, funding, viability, and/or sustainability.
Conducting a cost-benefit analysis to compare the projected or estimated costs and benefits (or opportunities) associated with a program or project decision, to determine whether it makes sense (profitable and/or sustainable) from a business perspective for an agency, company, or large organization.
Reviewing, analyzing, revising, and recommending approval, disapproval, or modification of budget request and justifications for program activities within an organization, company, or agency.
Projecting complex financial data and reports to determine overall financial status for key programs within an agency or large organization.
Forecasting long-range funding needs for an agency or organization's program activities.
Analyzes cost data for a major operating program including operating expense trends and projections.
Plans, manages, and coordinates a wide range of complex financial disbursement activities (i.e. travel pay, working capital funds, impress funds, transfer of funds).
Evaluating relationships between major operating program changes and the financial state of the organization. Takes action to ensure adequate funds for program overage.
Project Management
Managing the execution of projects to ensure adherence to budget, schedule, and scope throughout the project life cycle.
Contracting and Procurement
Serving as Contracting Officer's Representative (COR) for an agency or organization, ensuring the requirements of assigned contracts are met. This includes contract negotiations and administration.
