This position is located in the Threshold Programs Division (THP) of the Department of Policy and Evaluation, Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-11/12, MCC uses a pay banded system to compensate employees. This position is pay band 4C//4B which is generally equal to GS-11/12.

Duties

As a Policy Officer you will perform a variety of assignments to support the overall management of the Threshold Programs division and the operation of country teams in the development and implementation of specific threshold programs. You will: Support country teams in the development and implementation of threshold programs under the direction of the team leader and in coordination with a multidisciplinary team of subject matter experts from within MCC and external consultants. Coordinate the activities of members to ensure timely achievement of program milestones, such as analyses, concept notes, project designs, investment memos, board approvals, signings, disbursement requests, procurements, program reviews, and closeouts. Provide technical and logistical support for team meetings, country missions, management reviews, and special events, working with other MCC divisions or country counterparts as needed. Compile complex and highly technical information from country teams to prepare timelines, implementation plans, budgets, reports, and narrative and statistical materials needed for on-going division planning and program monitoring and evaluation. Direct the procurement and management of external consultants and service providers necessary for country and division needs, including liaising with contracts and grants management staff and acting as a contracting officer's representative, as needed. Draft briefing papers, talking points, and background materials on threshold countries and current and closed threshold programs. Contribute to MCC knowledge management and learning by designing, developing and implementing systems (and databases) to organize, consolidate and share data used to fulfill internal and external reporting requirements and maintain a library of documents specific to country projects. Ensure that requests for information and data are tracked and completed and that documentation is published, updated, organized, and distributed as required. Coordinate logistical preparations for travel to threshold countries, to include the production of briefing books, background papers, briefers, remarks, talking points, and other documents as required. Monitor trends and best practices in development and bring them to the attention of appropriate MCC staff. Represent MCC at meetings with other U.S. Government agencies, donors, and the development community. Ensure that the external Threshold Programs website and individual country pages, as well as intranet site, are accurate and up to date. Perform related duties as assigned.

Qualifications

To qualify for pay band 4C applicants must meet one of the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 5A (GS-9) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: experience conducting research and providing advice on international development programs, development economics or development policy; experience supporting project activities related to anti corruption, investment climate, public-private partnerships, domestic resource mobilization, gender and social inclusion, environmental safeguards, procurement, or fiscal accountability in developing countries; and experience drafting briefing books, background papers, briefers, remarks, talking points, budgets, reports, and narrative and statistical materials on project and program activities. Note: This experience MUST be well documented within your resume or application. OR Applicants may also qualify based on completing requirements Ph.D. or equivalent doctoral degree, if related to the work of this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Completion of three (3) full years of progressively higher level graduate education leading to such a degree, if related to the work of this position. To qualify for pay band 4B applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4C (GS-11) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: experience conducting research and providing advice on international development programs, development economics or development policy; experience supporting the development and implementation of international development projects related to anticorruption, investment climate, public-private partnerships, domestic resource mobilization, gender and social inclusion, environmental safeguards, procurement, or fiscal accountability in developing countries; and experience preparing briefing books, background papers, briefers, remarks, talking points, budgets, reports, and narrative and statistical materials on project and program activities. Note: This experience MUST be well documented within your resume or application. Desirable: Ability to communicate in French, orally and in writing. (Please include level of proficiency in your application). Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 5A or GS-9 to be eligible for pay band 4C. You must have one year of Federal service equivalent to pay band 4C or GS-11 to be eligible for pay band 4B. PART-TIME OR UNPAID EXPERIENCE: Credit may be given for appropriate unpaid and or part-time work. To receive credit you must clearly identify the duties and responsibilities in each position held and the total number of hours worked per week.
