The primary purpose of this position is to serve as the Deputy Director of the Installation Support Directorate at the Headquarters, Air Force Services Agency (HQ, AFSVA), sharing with the director (a Colonel or equivalent position) the full scope of responsibility for managing the activities of the directorate.
Duties
Serves as the "alter ego" for the Director of the Installation Support Directorate at HQ, AFSVA, planning, organizing, and managing the activities of the directorate.
Exercises supervisory personnel management responsibilities.
Represents the Installation Support Directorate with a variety of organizations.
Receives, directs preparation of responses to, and signs correspondence from installations concerning Services issues.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have have or within 120 days will have, one year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, public or private sector). Specialized experience includes providing constant and highly complex coordination between work groups either within or outside of the organization, including a substantial number of complex projects; developing short- and long- range planning for programs at the strategic, operational and tactical level for all operations; analyzing complex operational issues and developing innovative solutions in coordination with internal and external agencies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the policies, practices, regulations, laws, mission, roles, functions, organizational structures, and operation of the OPM, DOD, military organization headquarters, and other agencies that govern, interface with, and/or influence the Services programs.
2. Knowledge of operational and managerial functions and mission of subordinate Services activities and of a wide range of qualitative and/or quantitative methods for assessment and improvement of agency, MAJCOM, and installation level plans and programs.
3. Knowledge of funding and project submission procedures and accepted accounting, budgeting, funds control, resale, and inventory principles.
4. Knowledge of personnel management, EEO, safety, and security regulations, practices, and procedures.
5. Ability to plan, organize, and direct the functions, and mentor, motivate, and appraise the staff, of an organization through subordinate supervisors, as well as deal with people tactfully and diplomatically and communicate clearly, concisely, and accurately, both orally and in writing.
6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
