You will serve as a MANAGEMENT ANALYST in the Corporate Operations (N1/N4) department of NAVSURFMINEWARDEVCEN DET SAN DIEGO.

Duties

You will assist in the development of civilian and military manpower requirements necessary to carry out assigned missions, tasks, and functions. You will review and evaluate adjustments to civilian and military end-strengths ensuring that authorized manpower ceiling and funding allocations are not exceeded. You will assist with conducting civilian and military billet analysis including the critical examination and interpretation of tasks, functions and responsibilities of the individual billets to determine staffing and performance requirements. You will assist in developing the annual budget, and will be the resident expert on travel and travel training. You will monitor expenditure and execution of the approved budget, forecast travel budget shortfalls and provide justification for travel budget augments. You will manage and conduct inquires on Government Travel Cards, ensuring accounts are up-to-date, and provide weekly reports to the Deputy Branch Head Corporate Operations concerning those accounts in a delinquent status. You will prepare budget reports and standard system reports as required. You will serve as the principal Travel Manager, with authority and responsibility to oversee, coordinate and provide advice, assistance and guidance covering a wide variety of travel-related financial programs involved in the process. You will establish and maintain organizations, groups, routing lists, and user profiles within the system. You will monitor the processing and/or reviewing of Defense Travel System (DTS) travel documents. You will identify and analyze debt problems associated with DTS and provide quick resolution response to users. You will provide staff oversight of Organizational Defense Travel Administrator (ODTA) of Approving Officials (Certifying Official), Reviewing Officials and Budget personnel with daily temporary duty required, monitoring travel requests. You will be the main point of contact for travel functions at the Command, and manage travel program sustainment. You will be responsible for providing management oversight to military and civilian personnel, for development, submission for approval, and monitoring of the budget. You will serve as the back-up Security Specialist, using the Joint Personnel Adjudication System (JPAS) program to manage staff and student security clearances. You will provide coordination for meetings, conferences, and briefings, maintaining calendars, appointments, office events, meetings, conferences, and conference room calendars. You will be responsible for gathering inputs for all administrative data calls, draft responses, and revise data call responses. You will carry out various administrative functions and tasks, being responsible for meeting all planned as well as non-planned urgent administrative functions and tasks.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, coordinating, administering, analyzing, or assessing the effectiveness and efficiency of program operations (e.g. Defense Travel System (DTS)) to resolve problems and provide recommendations for civilian personnel management and manpower programs. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • Ph.D. or equivalent doctoral degree OR
  • 3 full years of progressively higher level graduate education leading to such a degree OR
  • LL.M., if related OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
