About the Position: This is a developmental position, GS-09 target 11. Position will be filled at the GS 9 level ONLY.
The incumbent is responsible for programming and analyzing Directorate of Public Works services involving maintenance and repair, minor construction, engineering support, utilities and environmental support.
Duties
As a Management Analyst at the full performance level, you will perform the following duties. At developmental grade levels, assignments will be of more limited scope, performed with less independence, and limited complexity.
Conduct studies to identify processes and programs that require or would benefit from an internal review.
Develop recommendations to resolve substantive problems that affect the effectiveness and efficiency of processes and/or programs.
Perform quality control of the General Fund Enterprise Business System (GFEBS) data.
Create custom data queries in General Fund Enterprise Business System (GFEBS) to extract specific information.
Develop operational support documents to execute the Installation Status Report (ISR) or Common Level of Support (CLS) reports.
Analyze GFEBS data for trends and efficiencies of work allocation/completion.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience required: One year of specialized experience which includes experience entering financial and/or technical data into an automated project tracking system systems such as General Fund Enterprise Business System (GFEBS); preparing a variety of project management reports, fact sheets, slides and charts; and calculating technical data such as contingency usage and amounts remaining for projects or percentage of completion of projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Business or Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

This position will be filled at the developmental GS 9 level ONLY. You may be promoted to the next grade level (GS 11) non-competitively after completion of one year of specialized experience at the next grade level and all statutory and regulatory requirements have been met, performance is satisfactory and promotion is recommended by the supervisor. Promotion to the next higher grade is not guaranteed and is contingent upon the above
criteria.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
