This vacancy is for a Deputy Chief Financial Officer in the Minority Business Development Agency within the Department of Commerce. As the Deputy Chief Financial Officer (DCFO) for the MBDA, this position supports the CFO, the MBDA's top financial management authority in managing the budget & financial resource activities, to include but not limited to budget formulation, operation, strategic planning & related requirements of the Government Performance & Results Modernization Act of 2010.
Duties
As a Deputy Chief Financial Officer, you will perform the following duties:
Advises management on the Federal budget process. Provides support and oversees accurate allocation of costs among budget accounts and evaluates proposals for reprogramming of funds.
Develops and implements strategic plan and multi-year performance measures. Manages/conducts programmatic reviews of programs to assess accomplishment of performance measures, risk, and program effectiveness.
Ensures robust monitoring of financial transactions and budget execution to achieve complete compliance. Advises managers and leadership on all appropriate compliance matters.

To qualify at the GS-15 level:
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as:
Managing allocation of costs within budget accounts within an agency or business; AND
Conducting reviews of fiscal and budget programs to assess accomplishment of performance measures, risk, and program costs effectiveness; AND
Monitoring financial transactions and budget executions within an agency for compliance with applicable laws/regulations and internal policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
