You will serve as a PROGRAM ANALYST in the PEO, Combatants Office, DDG51 Program Office (PMS 400D) of NAVSEA HQ FIELD SUPPORT. You will serve as management advisor using a high-level of discernment and judgment to address a wide variety of interrelated subject matter, that can include financial, contractual, programmatic, or other program office focus areas, requiring specialized ability to correlate and corroborate information into reports and records.
Duties
You will attend high level meetings as a senior authoritative representative of acquisition programs and provide a wide range of substantive oral and written presentations and reports to internal and external stakeholders.
You will develop and implement overall program requirements based on new or revised legislation as well as analyze and evaluate effectiveness of program requirements throughout the lifecycle.
You will make determinations on resources to accomplish program objectives and applies technical expertise to various levels of operations and advise on distribution of work and priorities of efforts.
You will develop and implement improvement and efficiency strategies for programming, budgeting and procurement based on findings from key program specialists and analyst; leads efforts for these studies and analysis.
You will identify and facilitate potential solutions and evaluates technical, cost, and schedule implications of each viable solution.

You will direct and evaluate complex studies and develops new methods and procedures to measure program results, and effectiveness. Recommends course of action to senior stakeholders.
You will perform program reviews and recommends improvements to production and programmatic deficiencies as well as review and prepare program documentation to determine appropriate changes or corrective actions.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing financial, contractual, or programmatic requirements to identify or recommend solutions for surface ship or life cycle strategies for ships maintenance and modernization processes.
