Incumbent is a senior technical expert Strategic Resource Advisor effectively managing ICE resources implementing best business practices linking strategic planning budgeting performance reporting to financial decision-making. Incumbent responsibilities are providing senior-level advisory consultative services assisting CFOs their senior executive management team ensuring consistent legal compliance with legal and regulatory policy requirements through advanced advisory and consultative service.
Duties
As the Strategic Resource Advisor you will be responsible for:
Providing senior level advisory and consultative services in talent acquisition, the development of tools for succession planning, and the development of robust performance management strategies.
Establishing, leading, and maintaining workgroups to address programmatic budget issues and advises the Chief Financial Officer (CFO) on matters requiring reprogramming, transfers, and/or supplemental funding.
Developing and implementing assessment plans to review existing Office of the Chief Financial Officer (OCFO) policies and procedures to ensure OCFO policies are in compliance with applicable laws, regulations, and DHS policies and procedures.
Advising on best practices in the federal government for budget formulation, budget execution, and fiscal law activities providing guidance, options, and, where necessary, specific operational procedures designed to ensure that efforts comply with fiscal laws, regulations, and applicable Office of Management and Budget (OMB), and DHS guidance.
Identifying potential problem areas and gaps in the ICE budget processes and develops short and long- range plans to address alignment of resources to the ICE strategy to ensure goals and objectives are met.
Presenting, justifying, defending, or adjudicating matters involving significant issues related to budget policies and other financial management regulations.
Advising and preparing the CFO for key senior leadership meetings and taskings including interagency working groups, and high-level briefings.
Serving as a senior technical expert on alignment of strategic resources and plans through rigorous programming processes.
Serving as the management official responsible for ensuring prompt review of potential anti-deficiency violations, analysis of guidance for new authorities or changes in our appropriations framework.
Carrying out highly complex and sensitive key CFO initiatives in support of OCFO's goals and objectives.
Qualifications
(1) BASIC QUALIFICATIONS:
To qualify for the SL-00 grade level, applicants must possess one year of specialized experience equivalent to the GS-15 level in federal service or comparable in private industry, public service, non-profit or volunteer work that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience is defined as identifying and championing strategic resource recommendations; spearheading innovative solutions to budget and resource challenges; guiding and instilling fiscal prudence across all lines of business to optimize resources in a constrained environment; providing OCFO and ICE-wide senior level policy advisory services; and assisting the CFO and his or her senior executive management team by ensuring consistent and legal compliance with all legal, regulatory, and policy requirements through advanced advisory and consultative services.
Determining length of General or Specialized Experience is dependent on the above information and failure to provide the above information may result in a finding of ineligible.

(2) TECHNICAL QUALIFICATIONS - Mandatory
Demonstrated mastery knowledge of, and skill in applying, advanced principles, concepts, laws, and regulations of the federal budget process and financial administration where there are uncertainties in legislation, authorities, and scope of programs.
Demonstrated ability to provide senior level expert advisory and consultative services to senior executive level leadership regarding the full spectrum of ICE-wide and DHS program, budget and financial services and systems to include policy interpretation, development, and implementation.
Demonstrated expertise in developing financial modeling for estimates related to operational requirements and in formulating supporting budget language to support these efforts.
(3) Political Appointee Employee Verification:
