Duties

The Cybersecurity and Infrastructure Security Agency (CISA) is the Nation's risk advisor, working with partners to defend against today's threats and collaborating with industry to build a more secure and resilient infrastructure for the future. Office of the Chief Security Officer: The Office of the Chief Security Officer (OCSO) focuses on protecting critical infrastructure from all hazards by managing risk and enhancing resilience through collaboration with the critical infrastructure community, which includes private sector owners, operators, and employees; state, local, tribal, and territorial (SLTT) officials; and other federal agencies. The incumbent serves as an Insider Threat Program (ITP) support specialist at the Cybersecurity and Infrastructure Security Agency (CISA). CISA is a component of the Department of Homeland Security. The ITP is responsible for developing, establishing, implementing, monitoring, and reporting on the deterrence, detection, and mitigation of insider threats. The ITP protects classified national security information from exploitation, compromise, or other unauthorized disclosure. Furthermore, the ITP is responsible for managing and conducting internal security-related inquiries associated with these threats. In this position, you will serve as a Security Specialist (Insider Threat) typical work assignments include: Coordination with key stakeholders in the organization to investigate and respond to insider threat activity. Coordinates with the Office of Chief Council, The Office of the Chief Human Capital Officer, the Internal Affairs Division, the Office of the Chief Information Officer, Personnel Security Division, and other Agency divisions to investigate cases of potential insider activity and direct workflows to the appropriate authorities for investigation. Ensures implementation of the Insider Threat Directive within the organization. Supports and maintains an organizational user activity monitoring program that effectively categorizes and prioritizes potential behavioral or operational cues of insider threat activity including, but not limited to, espionage, leaking classified or sensitive information, workplace violence, radicalization, unreported security information, psychological issues, or unauthorized activity.

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying. Specialized Experience for the GS-13: You qualify for the GS-13 grade level, if you have: at least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties: Managing and addressing Insider Threat activities and operations effectively and efficiently, annotating such through proper documentation. Identifying potential insider threat behaviors and countering them by recommending appropriate mitigation. Working and supporting as a liaison directly with insider threat stakeholders to evaluate and monitor insider threat business practices. Guiding the execution of insider threat procedures within an organization. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail.
