About the Position: The Program Executive Office, Ground Combat Systems (PEO GCS) is responsible for providing world-class affordable, relevant and sustainable ground combat vehicles to Joint Warfighters. With a focus on developing current and future systems, PEO GCS is leading the production and management of all combat vehicles for the Army.
Duties
Serves as a Program Officer for various ACAT I, II and/or III programs within the Project/Product Managers (PM) Office.
Plans, conducts and/or directs highly complex reviews and initiates reports which are provided to higher headquarters and other commands with recommendations on the best courses of action.
Projects major project milestones and events necessary to complete the strategic implementation of the acquisition project.
Coordinates the efforts of matrix support activities to ensure that an integration implementation plan is executed.
Assist in the preparation of Requests for Proposal, Statements of Work, Contract Data Requirements Lists, specifications, acquisition plans and evaluations plans.
Briefs senior level management, OSD and DA on status of the assigned programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectee must meet position requirements for practitioner certification in (A) Program Management within 60 months as of entrance on duty.
- Position is designated Security Cooperation Workforce and must comply with conditions of employment outlined in the interim Implementation Guidelines for the DoD Security Cooperation Workforce Certification Program 2.0, November 6, 2023.

SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience your resume must describe at least 1 year of specialized experience at the NH-03 level in the Federal Service, which includes work that involves: (1) Managing the acquisition of assigned program(s) to include plan, program, and budget for projects; (2) Developing procedures relating to financial management, acquisition, and logistical support for the hardware, software, supplies, and other service required; (3) Developing or reviewing Requests for Proposal, Statements of Work, Contract Data requirements list, specifications, and acquisition and evaluation plans; (4) Managing system design, development, acquisition planning and programming; (5) Preparing and presenting information decision briefings; and (6) Evaluating acquisition processes including development, test and evaluation, contracting, production, and financial management.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13 equivalent)
