Duties

Manages Air National Guard operations for the Transition Assistance Program (TAP). Participates in the development, coordination, and integration of family services and activities across functional areas and among installation and community agencies. As an Air National Guard expert on assigned programs. Represents the Services Division with a variety of installation and functional area organizations. Exercises supervisory personnel management responsibilities

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the IOR for the Social Science Series, 0101. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Basic Requirements Degree: behavioral or social science; or related disciplines appropriate to the position. NOTE: You must submit a copy of your transcripts. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: You must submit a copy of your transcripts. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of social services delivery systems and concepts, principles, and theories relating to one or more of the social or behavioral science fields as well as of community services, locations, and availability to serviced populations. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques for application to issues or studies concerning the efficiency and effectiveness of program operations. Knowledge of pertinent laws, regulations, policies, and precedents which affect Airman and Family Services programs and important issues. Knowledge of and understanding the roles and relationships of the components of the DoD, Air Force, Agency policy making and implementation process, command and installation general officers, local foreign governments, and interest groups. Knowledge of analytical and evaluative methods and procedures to plan, schedule, and conduct projects. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of social services delivery systems as well as a wide range of concepts, principles, theories, and practices relating to one or more of the social or behavioral science fields. 2. Knowledge of analytical and evaluative methods and techniques. 3. Knowledge of the military structure, personnel management, military benefits and entitlements. 4. Skill in establishing and maintaining effective working relationships using tact and diplomacy in interactions with individuals/families, leadership of organizations, and with program representatives and official. 5. Skill in effectively organizing and utilizing available community resources within the program framework to augment or adapt the program to meet installation objectives. 6. Ability to communicate effectively, both orally and in writing is required to prepare presentations and reports. Ability to supervise employees using knowledge of personnel management regulations and procedures required to hire, train, and appraise employees. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
