The primary purpose of this position is to serve as the principal Air National Guard (ANG) subject matter expert civilian staff advisor to the J1 SAPR Chief/J1 Director, the Deputy Director, ANG and the ANG Senior Leadership on all aspects of the Sexual Assault Prevention and Response (SAPR) program.
Duties
As the senior civilian staff advisor for the J1 SAPR Chief/J1 Director/Deputy Director, ANG, SAPR the incumbent is responsible for policies and metrics that assure effective implementation of the ANG's Lines of Effort for prevention, investigation, accountability, victim advocacy, and strategic direction on SAPR.
Oversees the development, evaluation, and coordination of National Guard SAPR services and activities across NG SAPR functional areas and among federal agencies, State National Guard organizations and community agencies, State National Guard organizations and community agencies.
Performs at the highest level of ANG civilian responsibility within the ANG organization and coordinates and implements programs and policies, with assistance from NG, other ANG entities, and various functional proponents including commanders, staffs, Directors of Psychological Health, chaplains, family programs, lawyers, doctors, and investigators.
Performs first level supervisory personnel management responsibilities.

Qualifications
In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, 101 Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: Behavioral or social science; or related disciplines appropriate to the position.
or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes developing, managing, and presenting budget to ensure viability of Headquarters Sexual Assault Prevention and Response programs. Maintaining oversight of DOD Sexual Assault Advocate Certification Program (D-SAACP) credentialing status for Sexual Assault Response Coordinators, Victim Advocates and volunteer Victim Advocates across the command. Monitoring and evaluating training content to ensure integration into all aspects of training and education across the Command and within the Agency. Working with appropriate base, community or state agencies to ensure individuals affected by sexual assault or other acts of interpersonal violence are kept reasonably informed if prosecution is on-going while coordinating with legal authorities. Preparing and presenting briefings, speeches, reports and professional papers, on organization's sexual assault prevention/response policy and other victim issues to senior leadership, spouses, civilian conferences, and public forums.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of a comprehensive range of laws, policies, regulations, directives, procedures and precedents applicable to sexual assault prevention and response program development and management.
Expert knowledge of a wide range of national, DoD and ANG sexual assault prevention and response program initiatives, policies, and procedures is required in order to develop ANG policy.
Expert knowledge of the ANG processes in order to communicate ideas and receive guidance from the senior leadership of the ANG.
Expert knowledge of special victim unit investigations of sexual assault and the best practices implementation options, procedures, and functions within the ANG state status capabilities under state statutes.
Skill in identification and application of the latest management concepts and techniques of programs is required in order to develop and evaluate policies and procedures, study and analyze concepts, extend existing principles to new and unusual initiatives, conduct unprecedented studies, and prepare advisory materials on matters on ANG and D0D-wide importance.
Ability to coordinate high-level meetings, conferences, and multi-organizational activities.
Effective oral and written communication skills are critical for mission success for incumbent to provide briefings and compose correspondence as required.
Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions.
Ability to supervise employees using knowledge of personnel management regulations and procedures required to hire, train, and appraise employees, and skill to teach marketing techniques to employees.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
