You will serve as a Business Financial Management Analyst in the Naval Facilities Engineering Systems Command (NAVFAC)
within the Headquarters (HQ) Expeditionary Directorate (EX), Joint Petroleum Over The Shore (JPOTS) Program Management Office (EXJ), an Echelon II Command of NAVFAC OSF.
Duties
You will analyze fund expenditures to measure the effectiveness or efficiency of projects.
You will analyze budget, accounting, financial, and program data to identify trends, problems, and decision points.
You will analyze deficiencies to develop resolutions to problems.
You will analyze productivity, effectiveness, or efficiency of program operations to recommend process improvements.
You will conduct a statistical analysis of cost or obligation trends.
You will develop strategic performance measurement data to address the linkage between strategic measures and operational requirements.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Possesses expertise in the application of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems.; 2) Negotiates effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied; 3) Ensures budget execution is consistent with DOD, Office of the Secretary of Defense (OSD), and Congressional authorizations, performing financial review and analysis of program execution; 4) Provides proactive advice and assistance to leaders ensuring financial and manpower resources are available and executed in an efficient and timely manner throughout the organization; 5) Applies a high level of sound, independent judgment in the solution of financial and internal manpower problems and in the administration of a financial management program; and 6) Analyzes data to produce reports, inform key management officials and improve performance measures related to quality metrics.
