Qualifications
To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as collaborating with multidisciplinary teams to implement air quality or climate change programs and/or policies; and developing written analysis, briefings and/or other materials that advise on international environmental policy issues.
Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of air quality management and climate change mitigation; 2) Knowledge of interagency roles and dynamics as it pertains to international environmental policy making and implementation; 3) Knowledge of OAR policies and initiatives and role of various EPA offices in formulating and implementing Agency decisions; 4) Skill in written communication; 5) Skill in oral communication; 6) Ability to serve as a liaison to foreign government officials and international visitors; 7) Knowledge of budget policy and guidance to develop operating plans, strategies and justifications of proposed budget plans; 8) Skill in managing or manipulating databases, including Agency travel and financial systems.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
