DCSA's Industrial Security (IS) is looking for a Project Manager/Product Owner (PO) within the Plan Programs and Strategy Division (PPS), Systems Management Branch (SMB). POs work across Agile teams to provide facilitation and leadership to help teams execute on their objectives with a focus on delivering business value. POs manage priorities, interact with all levels of management, and work with stakeholders/development teams to bridge the gap in understanding the IS vision/requirements.
Duties
As a MANAGEMENT ANALYST (PROJECT MANAGER/ PRODUCT OWNER (PO)) you will be responsible for the following duties:
- Serve as the Management Analyst by overseeing requirements development, serving as the voice of the field, government customers, and Industry to prioritize and execute user requirements through development and deployment.
- Work with the team to verify and ensure traceability from the formal requirements documentation to system components and software with associated test plans and test procedures.
- Integrate with external stakeholders, national-level working groups, and internal DCSA activities to successfully perform management duties.
- Organize a diverse group of DCSA, contractor, and other government personnel in development and sustainment of emerging IS technical solutions.
- Participate in Government Acceptance Testing; organizing resources to set standard test cases, execute test events, assess issue criticality, and authorize go/no-go decisions.
- Document findings, that includes documentation of the process conducted, results of the analysis, and recommended course(s) of action and actionable project plans
- Provide additional programmatic support to branch staff, and across the Division as required.

- Incumbent must have an understanding of all areas within the Project Management Institute’s (PMI) Project Management Body of Knowledge (PMBOK) and/or the Defense Acquisition University (DAU)
- Incumbent must have an understanding of the PMI PMBOK may be demonstrated through the incumbent’s PMI Project Management Professional (PMP) or similar certifications.
- Ability to obtain the Requirements Management Certification Training (RMCT).

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Fundamental understanding of the Joint Capabilities and Development System (JCIDS). Also, knowledge of concepts, practices and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort. This includes those actively involved, who exert influence over the process and its results as well as those who have a vested interest in the outcome (positive or negative).
