Duties

This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for advising the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Missile Defense System (MDS). This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. As a Program Manager at the NH-0340-4 some of your typical work assignments may include: Program Manager responsible for planning, organizing and coordinating activities of the C2BMC Foreign Military Sales Integration Product Office. Performs, directs, reviews and evaluates activities relating to development of multiple FMS product lines to include iC2BMC, FMS CDS, and C2BMC provision in support of FMS PDR procurement. Supports execution of seven implemented FMS cases (procurement and technical assistance) valued in excess of $45M. Serves as program lead for the UK BMD Radar technical assistance case. Leads/Oversees a diverse team of civilian and contractor personnel in direct support of OSD, CCMD, NSA, NCDSMO and partner nation priorities. Coordinates development and fielding activities across numerous Integrated Product Teams. Executes the C2BMC FMS acquisition strategy and program management activities to include support for Pricing & Availability (P&A), Letter of Request (LOR), and Letter of Offer and Acceptance (LOA) execution.

  • This is a Critical Acquisition Position. Incumbent will be required to sign a written tenure agreement to remain, for a minimum of 3 years, in the Federal Service, in the Critical Acquisition Position.

  • This position may be eligible for part time, substantial or ad-hoc telework at the discretion of management.

Qualifications

You may qualify at the NH-04 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Experience advising leadership on all matters related to program cost, schedule and performance, OR Experience ensuring that program/project requirements are properly identified, budgeted and acquired in accordance with acquisition regulations and policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
