Duties
Duties described below reflect the full performance level GS-12. Duties assigned to an entry grade of GS-11 will be developmental in nature.
Performs quality control examinations of operations, policies, procedures and internal controls to prevent and detect deficiencies in the operation of functional systems.
Conducts monthly trend analysis of data trends to identify root causes of backlogs and takes appropriate corrective action.
Consolidates and analyzes information to determine the scope of the problem / issue and recommends the most appropriate action or solution.
Participates in quality assurance reviews and Vulnerability Assessments, which include consistent review of internal procedures and methods of handling workflow, recommending revisions as necessary to achieve maximum efficiency and productivity.
Recommends changes, corrections, or procedures in areas, which adversely affect the branch’s ability to complete assignments.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 for GS-11 applicants or GS-11 for GS-12 applicants) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience at the GS-11 level is defined as: Performing financial management data analysis to identify issues that need corrective action deficiencies; assisting in creating recommendations for systems changes; advising management on financial policies, regulations, and standards in support of the financial mission of Civilian Pay Operations.
Specialized Experience at the GS-12 level is defined as: Analyzing data to identify trends and developments in Civilian Pay program in order to enhance operations; reviewing the execution of automated system processes to ensure compliance with established pay laws, regulations, and procedures; providing customer support for an automated civilian payroll system.
Time-in-Grade for GS-11: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.
Time-in-Grade for GS-12: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
