The primary purpose of this position is to serve as project manager/process improvement specialist responsible for providing team leader, project management and technical support for Air Force-wide Process Improvement (PI) and Continuous Process Improvement (CPI) initiatives, studies, and projects.
Duties
Serves as a recognized AF-Level Process Improvement (PI) & Continuous Process Improvement (CPI) technical authority/expert to AF and MAJCOM functional authorities for major projects normally encompassing multiple functions and commands. Plans, directs, integrates, and executes all aspects of the Air Force's PI/CPI program within cost, schedule, performance, and/or system supportability requirements.
Serves as project leader/manager responsible for managing directing, coordinating, and overseeing complex AF-wide projects, normally cutting across organizational/activity lines. Serves as the project leader/manager for enterprise level projects as a process improvement expert.
Serves as a trainer for introductory and advanced methods/tools, also known as "Green Belt" (GB) and "Black Belt" courses. Exercises responsibility for conduct of training from registration through acceptance, classroom instruction to course completion.
Represents the Air Force (SAF/MG, AF/A1M, AFMAA) to a variety of functional area organizations and senior leaders. Establishes, develops, and maintains effective working relationships with other Air Force PI/CPI agents, members of management staff, external customer representatives, and other support personnel.
Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development (R&D) organizations, and participation in formal training programs. Keeps current on emerging analytical techniques and research methods through independent study and reading/reviewing technical journals and current literature.

- Certification as a CPI/LSS Black Belt with experience as a Green Belt trainer and mentor is desired.
- May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
- The employee may be required to carry an electronic device (cellular phone/pager) to facilitate contact 24 hours per day 365 days per year unless on official leave or TDY.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Must be able to obtain and maintain the appropriate security clearance SECRET.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of process improvement techniques to facilitate highly complex, customer driven, results oriented quality and process improvement activities using Lean Six Sigma (LSS) and various PI/CPI strategies, as appropriate, encompassing significant, AF-wide functions, to include having a broad knowledge of pertinent laws, regulations, policies, and precedents that affect the use of the program and related support resources (people, money, or equipment) in the area studied.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Broad knowledge of DoD and Air Force organizational structure, supporting elements, and programs, missions, policies, goals, and philosophies.
Knowledge of effective training principles, techniques, and tools required to design, develop, instruct, evaluate, improve, and conduct training/course content.
Expert knowledge of process improvement techniques such as Lean Six Sigma, benchmarking, metric/statistical analysis, and process flow charting.
Highly skilled in applying PI/CPI related analytical/evaluative methods/techniques to a broad range of functional areas to develop innovative and feasible solutions to complex issues.
Highly skilled at developing innovative and feasible solutions to complex issues in which the boundaries are broad and difficult to determine in advance.
Proven ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across echelons to present and recommend solutions in a logical, cohesive format.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
