The primary purpose of this position is to serve as a Resource Advisor for AFSC/PK performing a variety of financial management functions to include the formulation, execution, and analysis of budgets for substantive programs and support activities.
Duties
Duty 1: Performs financial management/budget formulation work.
Duty 2: Performs budget execution, trend analysis, and financial management work.
Duty 3: Serves as a consultant to leadership/management providing advisory support to managers on proper methods, techniques, and actions.
Duty 4: Conducts analyses, reviews, and special studies of financial management and/or related information.
Duty 5: Serves as senior Financial Management Specialist providing advice, guidance, and general oversight over lower graded Financial Management Specialists.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of financial, accounting, and budgetary methods, goals, objectives, procedures, regulations, precedents, policies, and other guides which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organization and programs (e.g., apportionments, allotments); and budgetary and financial relationships between assigned budget(s) and budgets and programs of other agency components and organizations; Skill in analyzing financial/budgetary relationships and developing recommendations for financial/budgetary actions (e.g., requesting allotments or reprogramming funds among object classes) under conditions of time pressure and uncertainty due to short and rapidly changing program and financial/budgetary deadlines and objectives; gaps and conflicts in program and financial/budgetary information; lack of predictive data; conflicting program and financial/ budgetary objectives; and changing guidelines for the work; Knowledge and skill in the application of methods and techniques for analyzing and evaluating the effects of continuing changes in program plans and funding on the accomplishment of the budget and program milestones.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used financial, accounting, and budgetary methods, practices, procedures, regulations, policies, processes, and computer systems related to budget preparation and execution.
2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs and organizations.
3. Skill in formulating, justifying, and/or executing assigned budgets/programs.
4. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
5. Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks.
6. Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
7. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on financial and budgetary processes/actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
