You will serve as a LOGISITICS MANAGEMENT SPECIALIST in the MATERIAL READINESS DEPARTMENT (N4), CMDR DIVISION of COMMANDER LITTORAL COMBAT SQUADRON TWO.

Duties

You will serve as technical and subject matter expert responsible for data analysis, evaluation of in-port and at-sea logistics activities, and development of plans and strategies for the Command logistics support. You will develop and update metrics related to Operating Target (OPTAR) fund allocation and expenditure, maintenance costs, specific system maintenance costs, and similar logistics metrics. You will prepare briefs and written reports containing evaluation findings, and present recommendations for improving logistics support. You will serve as a principal Logistics Specialist providing continuity in the oversight of the logistics planning and supply chain support. You will maintain liaison with support contractors, the Fleet Commander and subordinate commands in matters pertaining to logistics planning. You will serve as an Agency Program Coordinator (APC) for the Government Commercial Purchase Card (GCPC). You will exercise initiative and ingenuity in identifying real or potential supply chain and logistics support problems and providing timely resolution to ensure command readiness.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • The incumbent will be required to visit and/or be onboard navy shops or visit industrial sites such as shipyards.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Incumbent is required to perform assigned duties at a variety of job sites withing commuting areas.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

To qualify for a GS-11 your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience monitoring contract performance, recommendations, changes, expenditures and payments, scheduling compliance, and timelines agreements. Experience coordinating resolutions to issues related to contract performance and logistics support to ensure Navy ship readiness. Experience coordinating with relevant stakeholders to formulate and manage annual Operating Target (OPTAR) budget, cost estimates and expenditure plans for ship readiness as well as, developing and updating metrics related to (OPTAR) fund allocation, expenditure, maintenance costs and/or similar logistics. Experience effectively overseeing a Government Commercial Purchase Card (GCPC) program to include assigning Approving Officials (AO) and Cardholders (CH), establishing and maintaining local instructions, conducting required trainings, and resolving waste/fraud disputes. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
