Duties
Joining Customs & Border Protection (CBP) you will serves as an analyst and advisor to management on administrative programs that affect the mission requiring application of a wide range of qualitative and quantitative methods to assess complex management and program processes and systems. This position starts at a salary of $104,356.00 (GS-13, Step 1) to $135,667.00 (GS-13, Step 10) with promotion potential to $135,667 (GS-13 Step 10). In this Management and Program Analyst position you will become a key team member of Homeland Security professionals responsible for analyzing and evaluating administrative, staffing support of Office of Facilities and Asset Management (OFAM) mission; assesses the implementation of organizational strategic plans, mission, vision, and values, ensuring that these are communicated and integrated into organizational goals, objectives, work products, and services.
Typical Work assignments include:
Taking or recommending actions to achieve organizational objectives and provides technical expertise to management staff in all matters relating to mission requirements (e.g. generating reports, analyzing data, providing recommendations on administrative practices and programs based on data analysis, trends, and information);
Serving as the Contracting Officer's Representative for staff augmentation contracts, which includes drafting statements of work, reviewing documentation and deliverables, and maintaining systems, following the full lifecycle of a contract through to recompete;
Planning, developing, and coordinating planning through briefings, presentations, training events, and symposiums for management and leadership and coordinates the preparation, presentation, and communication of work-related information to leadership;
Serving as the first point of contact for issues affecting and impacting assigned programs (e.g. onboarding, separations, Organization Resources and Support Division Contract Management); and,
Coordinating all onboarding and separation activities and associated documents to include facilitating and providing onboarding training to new employees.
Qualifications
Specialized Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting.
Assisting with development of new or modified work methods, records and files, management processes, procedures for administering program services, guidelines and procedures, and automate work processes for the conduct of administrative support functions or program operations.
Providing written or oral reports with conclusions, alternatives, and recommendations on policies, projects, or studies.
Assisting with directing, implementing, coordinating, or overseeing a mission or program.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/18/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
