The Administrative Officer (AO) for the Education Service located at the Durham VA Medical Center is a key staff member of the Education management team, and the Education Service is an integral part of the Medical Center. The primary purpose of the position is the coordination and monitoring of all Education Service programs. This position will supervise administrative staff for the service to include the DVAHCS librarian, and Education Service.
Duties
The work is for the most part, sedentary. Typically, the employee sits comfortably to do the work.
However, there may be some walking; standing; bending; carrying of light items such as papers,
books, small parts; or driving an automobile, etc. No special physical demands are required to
perform the work.
Oversees and facilitates the administrative management for Education Service
Takes a leadership role in maintaining all current documents necessary to meet the requirements of external reviews for the DVAHCS Education Service
Assist in development and monitoring of quality/performance improvement measures for Education Services
Participates in the planning for budgeting needs and financial management.
Serves as Contracting Officer's Representative (COR) for Education Service
Supervise administrative staff to include DVAHCS librarian and Education Service Program Support Assistants
Serves as the Education Service Representative to Human Resources Management Service on all personnel issues.
Manages the personnel management program for the organization, performance, and oversight of the full range of human resources requirements.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience GS-11: You must have at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the Administrative Officer at the full performance level (GS-11), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the Federal service. Specialized experience is experience such as reviewing financial reports and resolving discrepancies with the appropriate accounting office. Managing budget formulation and execution for a changing budget of educational and administrative expenses involving different funding sources. Prepare, justify, and/or administer the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization. Participate in the planning for budgeting needs and financial management for the Education Service. Manage the personnel management program for the organization, performance, and oversight of the full range of human resources requirements. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.

Education: Applicants must possess a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related to position, that provided the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPT REQUIRED).
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must possess an equivalent combination of successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-11 grade level.
