Duties
This position is located within the Bureau of Reclamation's Human Resources Policy Office. The primary purpose of the position is to lead and provide advisory services and policy support on a broad range of Human Resources Management matters through a diverse team of HR Policy expert advisors. Duties include the following:
Overseeing Reclamation policy and program implementation of the human capital program areas of Employee and Labor Relations; Employee and Workforce Development; Benefits and Retirement; Performance and Recognition; and Benefits and Retirement.
Directly supervising Reclamation Human Resources (HR) Program Managers responsible for the establishing, implementing, and execution of effective methods and processes related to the communication of Reclamation policy and directly leading policy development in complex areas within responsible program areas.
Participating in Departmental and Federal working groups and communities of practices to assure alignment of Reclamation policy and program implementation with the intent of higher-level initiatives and directives.
Collaborating with employees within and outside the HR Policy Office in the establishment and implementation of Reclamation policy.
Collaborating with Reclamation HR Program Managers, Servicing HR Officers, and Reclamation Leadership/Managers to meet program needs, while ensuring their programs are aligned with existing law, Departmental and Reclamation Policy.
Support and advise the Reclamation Human Capital Officer in human capital strategic planning efforts as a subject matter expert over responsible program areas.
Advising and solving complex, and at times, controversial problems requiring the building of management confidence in the decision.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service having demonstrated experience including the following: serving as a team leader, supervisor, senior specialist, and/or active participant in the development of policies, business practices, internal controls and/or report associated with a bureau or agency-wide Human Resources program in three or more personnel functions (Examples include, but are not limited to: employee and labor relations; training and development; human capital planning and workforce planning; recruitment and placement; pay administration; classification; OWCP; benefits management; and HR information systems).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 03/15/2024.
