Duties
Responsible for implementation, planning, coordination and collaboration, execution monitoring, communication, training, and assistance for the DLA Installation Management (DM), Facilities Modernization (DM-I) Office.
Responsible for performing non-engineering analyst duties that support all DM-I Divisions and major DM-I Programs.
Programs include Military Construction (MILCON); Sustainment, Restoration, and Modernization (SRM); Property and Real Estate; Enterprise Business System (EBS); and Energy Resource Management (ERM).
Managing resources, providing training support, developing performance metrics, tracking program milestones/suspense, assisting with human resource management.
Conducting standardization initiatives, updating policies, and streamlining processes to support program goals, leverage resources, and increase the quality of services.
Conducts broad research and analysis into the issues and initiatives developed to explore alternatives and concepts for the recommendation of a resolution strategy.
Takes staff action on problems, resolves difficulties, makes decisions, and provides briefings to DM-I management on problems of significant importance.

Qualifications
To qualify for a Management Analyst, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in- grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Expert knowledge of organizational management as applied to the management of large, complex organizations, administrative management, organizational routines, administrative theories, principles, applicable policies, and concepts.
Applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex management processes and systems.
Comprehensive knowledge of a wide range of administrative laws, policies, regulations, and precedence applicable to the administration of public programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
