About the Position:
Serve as an HR Specialist who is responsible for the development and administration oversight of policy, program and execution matters pertaining to the full range of civilian human resources management programs for the Department of the Army Alternate Personnel Systems and respective workforces.
The position is located at the Pentagon in Arlington, VA.
Duties
Develop and issue routine or specialized human resources guidance in the form of regulations, policy, and program objectives related to alternate personnel systems.
Develop supplemental HR guidance on alternate personnel systems.
Develop recommendations for and drafts legislative proposals with respect to alternate personnel systems.
Identify extremely complicated problems within various HR program areas and works to resolve these issues.
Evaluate proposals for HR systems and/or programs required to meet existing or anticipated operational problems.
Coordinate/expedite projects and actions appropriate for each HR assignment.

In order to qualify, you must meet the experience requirements described below. One year of specialized experience which includes provide oversight for the development of policies and procedures for alternate personnel systems such as (but not limited to): Defense Civilian Intelligence Personnel System (DCIPS), Cyber Excepted Service (CES), Laboratory Workforce Personnel Management Demonstration Project (LabDemo) and/or Acquisition Workforce Personnel Management Demonstration Project (AcqDemo); apply a wide range of advanced HR principles, concepts, and practices in order to study and evaluate proposed legislation affecting the civilian workforce; and resolve various civilian personnel and talent management problems at the highest level (i.e. Headquarters Department of the Army).This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
