This position serves as a Project Activation Specialist for the Ralph H. Johnson VA Medical Center, under the direction of the Facility Planner but also with other Senior Management Staff including Service Chiefs.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties include but are not limited to: Develops systems and procedures that will assist in the coordination of services associated with all phases of (construction) projects to include planning, designing, on going construction, and post construction activation actions. Manges activation actions for all sites of care including the main medical center, all Community Based Outpatient Clinics (CBOCs), Leased space, DoD installations, and any other site of care. Works in close coordination and interaction with all sections of Engineering, FMS, IT, Facility Planner, and Senior Management Staff. Develops procedures, oversees, helps coordinate all phases of projects involving construction including pre-planning and submission of any application matter including mitigation requirements. Develops policies and procedures to help oversee and coordinate the space management program at all facilities associated with the VA Medical Center. Researches and analyzes space needs, issues, problems, and program requirements with respect to project activation actions. Identifies and determines training priorities, conducts and administers training programs, and develops and improves training guidance in regards to project activation activities. Researches and/or analyzes problems, issues, or program requirements regarding project activation and space management, to include both clinical and administrative issues with respect to project activation and space allocation. Works closely with contractors, lessors, vendors, stakeholders, general public, and government and non government workers and officials. Uses qualitative and quantitative analytical techniques on the evaluation of program effectiveness and evaluation criteria. Conducts interviews with supervisors and employees to obtain information about organization and service level missions, functions, and work procedures. Qualifications

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes, but is not limited to: performing duties involving coordinating movement, developing analytical and administrative methods, and preparing logistics for activation of furniture, equipment and fixtures in a hospital setting; worked with manual labor completing a project and nuisance of work in an active healthcare setting; adept at customer service when dealing with customer complaints in a profession manner showing restraint under provocation; applying principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance; applying the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action; identifying a need; gathering, organizing, and maintaining information, determining its importance and accuracy, and communicating it by a variety of methods. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position held, including job title, duties performed in detail, month and year of start/end dates and hours worked per week. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
