You will serve as a Security Specialist in the Information and Industrial Security Section, Security Programs Branch, Operations Division of the Security Office of NORFOLK NAVAL SHIPYARD.

Duties

You will enforce the disclosure policies to classified and unclassified date. You will monitor the Departmental Security Coordinator (DSC) Program at NNSY and provide technical guidance and assistance. You will monitor the Shipyard Security Violations Reporting Program as it pertains to classified and unclassified technical data. You will plan and implement security measures for the protection of classified and unclassified information. You will conduct security inspections of shipyard organizations. You will provide technical assistance and advice to NNSY management on physical security programs. policies, rules, regulations and procedures.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to successfully complete a pre-appointment physical examination.

Qualifications

GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience planning and recommending the installation of security systems which may involve personnel access controls, physical protection devises, remote alarm equipment and security forces. Experience developing guidance of applying security policy, procedures, techniques and equipment. Experience providing authoritative interpretation and guidance to management officials and other security specialists at all level. Experience conducting security inspections and independently planning, scheduling, coordinating, carrying out and monitoring the effectiveness of the information security program. Experience interpreting new policy for the purpose of application, planning and recommendation. GS-07 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience responding to problems or questions involving security programs for adequacy, efficiency and improvement. Experience providing guidance and instructions concerning information and physical security to ensure compliance. Experience interpreting new policy for the purpose of application, planning and recommendation. Experience operating state-of-the-art security equipment and devices to include fencing variations; and a variety of alarm and detection devices. Experience utilizing technical security programs to identify vulnerabilities Experience establishing security program interrelationships to coordinate the objectives and plans of both information security and physical security programs as they pertain to the safeguarding of information. NOTE: Per SECNAVINST 5500.38 dated 18 Sep 2020 participation in the DoD SPeD Certification Program is a condition of employment for all DON employees hired into an indexed security professional position. This condition of employment must be identified in all vacancy announcements for covered positions. Specified certifications must be obtained within two years from date of hire, promotion, reassignment, or placement into a SPeD indexed position pursuant to DoD Manual 3305.13, DoD Security Accreditation and Certification of 26 April 2018. Employee will be required to maintain certification as condition of employment. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-09
master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related


GS-07
1 full year of graduate level education

or

superior academic achievement
