About the Position: Position is with the 310 Mission Support Element located in Indianapolis IN.

Duties

Manage aspects of the Alcohol and Drug Control Program that apply to the reserve components. Administer the Command Alcohol and Drug Abuse Prevention and Control Program (ADAPCP) for military and civilian employees. Implement the Commands Drug Demand Reduction Program. Develop the plans, procedures, and operating methods for administering the Command program. Make on-site visits to subordinate units to evaluate the units Drug Reduction training. Establishes effective working relationships with higher headquarters and supporting agency Drug Control officers. Conduct introductory level training for unit leaders on drug abuse prevention. Brief the Commanders about the effectiveness of their programs for Drug Reduction. Provide guidance to subordinate command personnel concerned with the program. Distribute preventive and education training program materials. Coordinate with the nearest Army installation ADAPCP personnel and local community resources. Establish a tracking system to monitor progress made in the processing of drug positives and routinely reports same through the chain of command. Prepare after action reports regarding the Drug Reduction Program and its effectiveness.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to obtain and maintain a Secret clearance.
  • Position may be required to travel up to 25% of the time.
  • Must gain and maintain Drug Test Coordinator (DTC) certification within 9 months of assuming position and recertify every 3 years as a DTC.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes implementing the drug reduction program and analyzing the effectiveness of the program by providing guidance, coordinating with several agencies, preparing budget requests, conducting program specific training, preparing annual reports, and administering the alcohol and drug testing program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Substance Abuse Counseling and Addiction Counseling. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
