You will serve as a MANAGEMENT AND PROGRAM ANALYST (REQUIREMENTS & ASSESSMENT ANALYST) in the CYBER, SPACE, AND SERVICE CRYPTOLOGIC WARFARE DIVISION, WARFARE REQUIREMENTS DIRECTORATE of US FLEET CYBER COMMAND.
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
Duties
You will plan and conduct capability reviews and gap analysis to evaluate current and future Navy shore and afloat networks, cyberspace, space, and cryptologic system capabilities.
You will coordinate with partner representatives in development, submission, justification, and update of capability requirements for inclusion in Planning, Programming, Budgeting, and Execution (PPBE) and Future Years Defense Program per timelines.
You will identify execution year shortfalls and unfunded priorities affecting Navy programs.
You will participate as a functional and analytical SME/Command representative in supported working groups and coordinate inputs and responses for final review.
You will maintain an understanding of DoD requirement and acquisition processes to provide for informed decisions regarding planning, resourcing, and operations leading to development of robust capabilities achieved within economic limitations.

Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
-Experience participating in and supporting the Planning, Programming, Budgeting, and Execution (PPBE) and Program Objective Memorandum (POM) cycles.
-Experience identifying Joint Capabilities Integration and Development System (JCIDS) requirements and acquisition processes.
-Experience analyzing, evaluating, and utilizing key information and operational requirements for Navy/Fleet, cyberspace, and space capabilities.
-Experience consolidating, coordinating, and prioritizing the requirements for Cyber, Cryptology/Signals Intelligence (SIGINT), Information Operations (IO), Electronic Warfare (EW) and Space programs.
This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0343-13.
