You will serve as a Supervisory Program Analyst in the Acquisition Dept. of NAVY CYBER WARFARE DEVELOPMENT GROUP. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will supervise a department of military and civilian acquisition professionals including contracting officer representatives. You will oversee the day-to day acquisition activities for the command, including contract implementation, systems engineering, contractor execution, test and evaluation, and system delivery. You will execute program management of technical and programmatic requirements and rules of the state of the art highly specialized sensor technology. You will provide oversight, mentoring, and technical and professional advice and guidance to all Command acquisition professionals. You will participate in all phases of Navy research, development, acquisition, program management, policy and procedures including management of budget requirements, personnel, funds, schedules, risks, and technical requirements.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-Year DCIPS trial period.
  • Position is categorized as a DAWIA Level III Program Manager. Obtaining and maintaining this certification is a condition of employment. Tier: 2- Practitioner; Career Category: A - Program Management; Critical Position: 4- Not CAP or Developmental.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing equipment development and acquisition using the capabilities of different organizations; 2) Conducting market surveys to determine viable competitive sources for information operations capability development; 3) Overseeing the annual budget submission to identify shortfalls in funding by submitting plans and funding profiles for future capability development; 4) Use technical and program management expertise to conduct research and development activities; 5) Demonstrates mastery of Planning, Programming, Budget and Execution (PPBE) process.
