You will serve as a GG-0343-15 Supervisory Program Analyst with shared responsibilities and authorities of the Operations Director (N3) for US FLEET CYBER COMMAND / 10th Fleet, providing managerial oversight and direction to division heads in the integration and execution of full spectrum intelligence and cyberspace global mission sets. This position is located in Fort Meade, MD.

Duties

You will ensure that responsibilities for workforce and resource management are aligned to accomplish current and future objectives. You will set directorate goals, objectives, and priorities with managers at all levels. You will spearhead directorate programming, budgeting, and execution processes and contract requirements. You will apply knowledge of strategic plans to lead managers in defining/documenting/validating requirements and allocating assets to optimally achieve critical program milestones. You will develop process controls to ensure that outcomes comply with governing regulatory/policy directives and advance the Commander’s primary objectives. You will apply analytical expertise to determine the efficacy of management functions and justify findings with qualitative and quantitative metrics. You will formulate long-range plans factoring increased mission demands, evolving competencies, and changing priorities.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period.
  • Travel up to 20% of the time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as: 1. Plan and manage implementation of directorate initiatives, policies, and actions. 2. Spearhead directorate programming, budgeting, and execution processes and contract requirements. 3. Apply knowledge of strategic plans to lead managers in defining/documenting/validating requirements and allocating assets to optimally achieve critical program milestones. 4. Perform detailed analysis and process assessments to continually improve the effectiveness and efficiency of organization, program segments, position management, staffing levels, assignments, work flow, workload distribution, and business methods.
