About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove and is approximately 60 miles north of the capital city of Austin, 50 miles south of Waco, 160 miles south of Dallas, and 150 miles north of San Antonio.

Duties

Serve as a specialist for the installation's Environmental Program wihin the Environmental Management Branch. Evaluate Ft Hood’s compliance with the Texas Pollutant Discharge Elimination System (TPDES), Storm Water Multi-Sector General Permit for Industrial Activities, Construction General Permit, and Municipal Separate Storm Sewer System (MS4) Permit. Responsible for general planning and programming of the implementation of applicable local, state and federal regulations pertaining to the installation's Environmental Program. Responsible for complex, multi-mission military installation environmental projects that require coordination with other Directorates, US Army Corps of Engineers (USACE), regional and local watershed management organizations, etc. Prepare and coordinate policy letters, management plans, performance plans, command fact sheets, letters of instruction, circulars and SOPs pertaining to Environmental Programs, and their integration into the planning and execution of the mission. Act as the installation's lead inspector of Environmental plans and related facilities, ensuring compliance with permits, storm water pollution prevention plans and provisions of the Clean Water Act (CWA) Serve as member of the Directorate of Public Works spill response team, at the command of the On-Scene Coordinator.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of a pre-employment Physical Examination to ensure the required level of physical health and ability or fitness to perform the duties of the position.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • The duties of this position require the incumbent to possess or obtain and maintain any installation and/or DoD license required for the type of vehicle being driven.
  • Incumbent must undergo periodic training on the use Personal Protective Equipment (PPE) and emergency response equipment.
  • A one year probationary period may be required.
  • A National Agency Check with Inquiries (NACI) Background Investigation is required.
  • Business Travel may be required.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
