This position is located within the Mental Health Service Line and provides administrative support for all Substance Abuse Disorder (SUD) Program Operations. This position reports directly to the SUD Program Manager. Incumbent will provide backup assistance in the absence of other administrative/clerical staff in the Mental Health Services Line. The PSA will perform a broad range of administrative functions designed to coordinate and facilitate the overall operations of the service.
Duties
The incumbent has knowledge of Veteran Affairs regulations, policies, procedures, and operational functions of OPMH, the proper and accurate verification for cost distribution from the various services with disciplines assigned to OPMH, and the technical activities involved in the placement and follow-up services provided to Veterans.
Incumbent provides support for the SUD Programs and prepares memorandums and letters for distribution internal and external to VA.
Performs research functions, including file and data base searches. Researches various documents and files to extract, summarize, and compile information required for the activities of the organization.
Monitors all aspects of the operating programs and makes recommendations to improve or modify methods for disseminating information to intended audiences.
The incumbent performs work related to the acquisition and/or development of program information and resource materials/personnel to support the policy development and/or technical activities of SUD.
Assists in the acquisition development, and/or scheduling of program resource materials and personnel, such as hard copy and reports, and or needed program equipment such as telephones, computers, printers, fax machines, etc.
This position performs typing work, whether from voice recordings or written material on either an electric typewriter and/or using word processing software and equipment.
Word processing software and printing devices are used to produce a variety of standardized documents such as letters and reports.
The incumbent types letters, contracts, reports, memoranda, inventories, rosters, mail lists, etc., and other general office materials.
Utilizes Microsoft, excel software and printing functions.
Incumbent prepares materials for publication such as reports, spreadsheets, pamphlets, certificates, forms, graphs, technical manuals or comparable items.
Formats the materials and uses proofing and marking symbols.
Incumbent utilizes advanced software functions such as automatic generation of tables of contents, importation of graphics, creation of glossaries, and/or precise alignment of columns to create materials.
The incumbent performs a wide variety of administrative tasks associated with maintaining and supporting the work performed within the organization.
In addition, the position may act as the primary liaison between the program office and administrative offices.
The incumbent assists the team in preparation for external visits from The Joint Commission (TJC), Commission on Accreditation of Rehabilitation Facilities (CARF), and Inspector General (IG) etc. Serves as a back-up to assist with scheduling of Veterans in the SUD Programs.

Answers questions concerning policies and procedures related to support/office services and new projects, requests and schedules in priorities and obligations.
Ensures all office equipment is functioning as it should, reports any equipment that is not working properly to the appropriate personnel.
Prepares and processes incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication.
Performs the following types of duties; edits letters, composes letters and reports, reviews correspondence for accuracy and completeness, prepares public presentation outlines, and develops standard or form letters and replies to inquiries. Attends meetings and prepares minutes for meetings.
The incumbent of this position is the initial contact with patients on behalf of MH and SUD Programs.
The incumbent tracks and ensures completion of all SUD consults and appointments.
The incumbent tracks consult and ensured disposition within seven days, and completion within thirty days.
Responsible for the overall daily functions of the SUD Program.
Maintains contact with medical staff and clerical staff in various outpatient and inpatient areas to resolve delays, misunderstandings and difficult or atypical administrative problems in providing care.
Works closely with psychiatric patients in coordinating continuity of care and SUD issues.
Performs other related duties as required.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/15/2024.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: to work efficiently under stressful situations that emergencies and changes create; has interpersonal skill and program knowledge to resolve or refer these situations on both the administrative and Veteran customer; thorough knowledge of the VA Regulations governing eligibility for the program and outpatient care; knowledge of the functions of the VA Medical Center Staff, VACO Office; knowledge of mathematics and use of software computer programs; high degree of data management and communication skills; have a high degree of dependability, flexibility and accountability; knowledge of grammar, spelling, punctuation, and required format; must possess specialized skills in organizational and administrative functions in order to manage paperwork and maintain statistics accurately and must have the capability to deal effectively with VA Staff, Veterans, caregivers, and community resource personnel daily for a large number of complex and varied individual problem situations.
