The Program Support Assistant (PSA) reports to the Homeless Program Supervisor and serves as the PSA to one of the Social Work Services program areas, specifically supporting the programs that are aligned under the Homeless Program Health Care for Homeless Veterans (HCHV), Grant and Per Diem (GPD), Veterans Justice Outreach (VJO) and HUD-Veterans Affairs Supportive Housing (HUD-VASH), and Enhanced Used Lease (EUL) (Freedom's Path-Dublin).

Duties

Incumbent responsible for reviewing and assigning initial intake assessments and scheduling and completion of orientation for Veterans seeking housing vouchers. This position must be responsive in coordinating written responses to Veterans Integrated Service Network (VISN) Homeless Coordinator (HC), Social Work Leadership, local VAMC PENTAD (or office staff), the Northeast Program Evaluation Center (NEPEC) staff, and VA Central Office Leadership as well as with community partners, to include the Public Housing Authority (PHA). Incumbent assists with new staff onboarding process, serves as HUDNASH timekeeper, assists with program events such as Housing Fairs, Homeless Stand down and Annual CHALENG Survey efforts. Designs studies, training programs, and organizational strategies for identifying opportunities to improve customer service and quality processes. Develops and prepares reports, briefings, special papers, and summaries from data for the Homeless Programs gathered throughout the year. Effectively communicate with fiscal intermediaries, vendors and contracting regarding Homeless Program funding matters. Maintain obligation registers regarding funds for all Homeless Programs. The incumbent prepares resource status reports for the program supervisor and Social Work Executive overseeing the Homeless Programs. Maintains list of Landlords, Community Housing Partners, and Community Programs providing Homeless Services. Serves as a back up to other support assistants within the Service and as a primary to the community care programs. Processes incoming and outgoing mail and performs general mail handling and distribution, including sorting and routing mail. Assists in the management of the unit mail management system, ensures that incoming public inquiries and staff mail is properly sorted into established categories for distribution to appropriate staff. Processes admission application packages, conducting administrative reviews of all documents, conduct administrative reviews on documentation, submitting the documentation to the VAMC Clinical Provider, and notifying Homeless Program Leadership of any deficiencies. Maintains a variety of files for administrative and professional activities including VA Central Office (VACO) directives, local directives, and policies, VACO circulars, administrative and policy manuals, reports, Joint Commission on Accreditation of Healthcare Organizations (JCAHO), Government Accounting Office (GAO) as well as the Carl Vinson VA Medical Center, Social Work Service Line, Homeless Program Supervisor and Clinical Staff. Receives and directs callers and visitors. Provides information about programs functions, activities, and personnel. Receives telephone calls and visitors of the Homeless Programs inpatients, outpatients' families and friends of patients, service line staff, and other medical center staff) with courtesy, respect, helplessness, and friendliness. Posts time and attendance for the designated case managers and social workers assigned to the Social Work Service Line and inputs this data into the computerized timecard program within Veteran Affairs Time and Attendance System (VATAS). Incumbent establishment, monitoring and maintenance of clinic profiles in the Homeless Program. The PSA utilizes statistical data to compile a monthly workload report(s) for all program staff. Aids in the performance of manpower analysis, workload studies, or comparable work to meet the manpower analysis needs for the Homeless program, to include the Social Work Supervisor and Executives. Troubleshoots technical problems users have with software packages and hardware issues including, but not limited to HOMES, VISTA and CPRS. The incumbent will serve as a Contracting Officer Representative (COR) to assist Social Work Service Line/Homeless Program contract needs. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Possess and works efficiently under stressful situations that emergencies and changes create. Has interpersonal skill and program knowledge to resolve or refer these situations on both an administrative and Veteran customer level. Extensive knowledge of the functions of the Medical Center staff, VACO, Office of Seamless Transition, community partners and refer telephone calls and visitors appropriately. Knowledge or the program guidelines, regulations, and precedents for the community care programs, and knowledge of the basic objectives and policies governing various management or program operations. Skills in applying basic data gathering models, such as surveying techniques, to collect various types of information Knowledge of time and attendance regulations and timekeeping procedures and post timecards correctly Demonstrate proficiency in the use of Microsoft Software to include Word, Excel and PowerPoint Possess the ability to prepare and produce written instructions and a variety of other correspondence You will be rated on the following Competencies for this position: Administration and Management Communications Planning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary in an office setting, however, walking and stair climbing, bending, stooping and carrying light weight documents, folders and manuals are required.
