The primary purpose of this position is to serve as the Program Element Monitor (PEM) for the Airborne Signals Intelligence (SIGINT) Enterprise (ASE) Program Element (PE), responsible for monitoring the use of the dollar resources within the ASE PE.

Duties
- Serves as the ASE PE subject matter expert and PEM. Formulates modernization and sustainment plans for assigned ASE programs and systems.
- Leads AF-wide cross-functional working group to identify, justify and defend ASE PE initiatives needed to satisfy AF and national intelligence agencies strategic goals and program shortfalls.
- Represents HQ ACC to a variety of installation and functional area organizations.
- Supports airborne ISR sensor Integration, Testing, and Life Cycle processes.

- A undergraduate or graduate degree in intelligence, program analysis or other or related degrees is highly desirable.
- Airborne signals intelligence collections and operations experience is highly desirable.
Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
AND
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of the application of signals intelligence missions, capabilities, and operations with an emphasis on airborne signals intelligence and their associated Air Force and DoD ISR architectures.
2. Expert knowledge of the mission, roles, functions, organizational structures, and operations of DoD, Air Force, and national intelligence community organizations (i.e., Weapons Systems Teams, System Program Offices, and Service Cryptologic Elements) to provide command-level staff guidance on airborne signals intelligence programs and issues.
3. Knowledge of the full range of the DoD's Joint Capabilities Integration Development System (JCIDS), Planning, Programming, Budgeting and Execution System (PPBE), and the Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions, Financial Plans and Rapid Acquisition Process in support of sustainment, acquisition and modernization programs.
4. Skilled at team building, strategic thinking and innovative problem solving.
5. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy, in working out solutions to problems or questions.
CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
