This position reports to the Albuquerque Area Nurse Consultant under the Division of Clinical Quality. COR level I certification preferred to effectively maintain operational internal and external contracts for the Albuquerque Area Office.
Duties
Performs studies to analyze and evaluate management practices and methods and administrative operations of an organizational unit or segment of an organizational unit.
Develops drafts of routine policies, guidelines, instructions, and procedures for administrative and management requirements.
Reviews internal processes and procedures and proposes improvements to promote efficiency and cost savings.
Compiles data and prepares administrative status reports for review at all levels
Performs COR I or COR II Level certified duties for Division Staff and Area Service Units.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: preparing basic research with data analysis, survey design and administration, analysis and evaluation of work processes and policies, management practices and work operations of complex, legislative, programmatic, or management issues and problems, and other challenging work. OR
Education: At least one (1) full year (18 semester hours) of graduate level education demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR
Superior Academic Achievement: A Bachelor's degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position with one of the following:
Graduated with at least an overall GPA of 2.95
Graduated with at least a 3.45 GPA in any major or during the last two (2) years of college
Graduated in the top third of the class
Membership in a national scholastic honor society. These honor societies are listed by the Association of College Honor Societies.
Combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-07 grade level. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18 or by the number of hours your school has determined to represent 1 year of full-time study. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide copies of your graduate transcripts.
Recommended, but not required, to have knowledge, skills and abilities under the requirements of the DHHS Handbook for Federal Acquisition Certification Contracting Officer's Representative for the Federal Acquisition Certification in Contracting Officer's Representative (FAC-COR) Level II.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
