Duties
You will formulate and recommend program technical goals and objectives to meet short and long-term performance, operational, and tactical system capabilities.
You will develop strategic plans for IT systems, services, and networks to improve technical capability and performance.
You will provide technical guidance to staff, high level commands, organizations, and program managers regarding the IT strategies and plans.
You will provide analysis such as assessment of IT networks, systems, and solutions to a broad range of IT efforts under review and development.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is a Cyberspace Workforce position, work role code Chief Technology Officer, proficiency level III. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: 1) Utilizing a mastery of IT theories, principles, concepts, standards, and practices sufficient to apply to information management, information technology, architecture, data management and cybersecurity; 2) Applying knowledge of IT policies, concepts, procedures, regulations, and theories of IT planning to broad and complex requirements in order to develop solutions to requirements across a broad spectrum of data and information facets; and 3) Managing horizontal and vertical system integration, interrelationships, and interactions among various IT systems.
