About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE.

Duties

Provide logistics guidance and assistance to geographically dispersed fleet and facility operation programs of the organization to ensure timely support of assets. Implement logistics programs and procedures that include fleet and real property accountability. Program area includes standard and non-standard equipment, acquisition, shipping/receiving, distribution, storage, utilization/reutilization, maintenance, disposition, and life-cycle replacement of mission critical equipment. Manage, monitor, coordinate and integrate building operations; ensure necessary maintenance, repairs, alterations or modifications are accomplished for the building, installed equipment and mechanical systems, and grounds. Support service functions for building operations, maintenance, repair and alteration programs covering a range of electrical and mechanical (HVAC) to existing buildings or renovation projects. Troubleshoot, analyze and coordinate critical repairs and maintenance; conduct quality assurance inspections of maintenance, equipment installation and cleaning of buildings and grounds. Monitor maintenance or equipment installation projects for timeliness, correctness and completion; responsible for the coordination of replacement and/or repair of fixtures and devices that are part of the building. Request supplies and equipment required to maintain and improve capabilities of the buildings and all related systems. Provide support for environmental, life safety, construction and utility projects. Initiate, record, and track work and service orders. Maintain space assignment records and pertinent files for the overall building, common use areas and individual occupants. Monitor/update documented installation/base support agreements, space assignments and conducts inspections to ensure compliance with space utilization, management and maintenance/upkeep. Perform Contracting Officer's Representative (COR) duties and coordinate with the other contractor representatives for support/maintenance of the building and grounds and equipment. Serve as the team lead for the center’s GSA fleet operations; maintain non tactical vehicle (NTV) fleet master inventory and support records on a formal automated accounting systems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Two year trial/probationary period may be required.
  • Must be able to obtain and maintain a valid state driver's license.

In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience is defined as experience that demonstrates the application of practical knowledge of logistics, facility and supply management functions as demonstrated by experience performing the following: 1.) applying regulations, rules, procedures and operations to provide guidance and assistance on supply accountability and equipment maintenance; 2.) managing facilities and facilities maintenance program areas; and, 3.) conducting fleet management functions to include ensuring vehicles are being utilized per organizational policies and regulations and vehicles are maintained by inspection and maintenance schedules. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Logistics Management, Supply Chain Management, Transportation and Logistics Management, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
