You will serve as a FINANCIAL MANAGEMENT ANALYST in the Financial Management and Fleet Comptroller of OPERATIONAL SUPPORT FACILITY.
Duties
You will perform and advise on budget administration work in any phase or systems.
You will support plans, programs, and activities with formulation of budget and estimates.
You will analyze and recommend costs and benefits of alternative methods of financial management for the organization's programs and administrative operations.
You will identify, analyze, and resolve budgetary problems.
You will review and enter budget and financial transactions.
You will interpret and implement budgetary and financial policies, procedures, and regulations.
You will use accounting systems, such as Standard Accounting and Reporting System Field Level (STARS-FL), Command Financial Management System (CFMS), Defense Travel System (DTS), Standard Labor Data Collection and Distribution Application (SLDCADA).
You will analyze data and prepare reports.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying accounting, budgeting, and resource management practices to review financial transactions, analyze financial regulations and/or directives, and interpret financial reports to provide guidance for supporting the organization's financial operations.
For GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing finance and accounting data or reports to reconcile day-to-day accounts, identify accounting discrepancies, and recommend solutions for ensuring compliance with federal laws.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience for GS-11:
Ph.D. or equivalent doctoral degree,
Or
3 full years of progressively higher-level graduate education leading to such a degree,
Or
LL.M., if related
Or
A combination of experience and graduate education as described above that equates to one year of experience
