You will serve as an Administrative Services Officer in the Command Operations Department of FLEET READINESS CENTER SOUTHWEST.
This announcement uses the Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
You will prepare narrative reports, charts and graphs as needed to assist the manager to ensure appropriate personnel actions are generated to prevent such things as incorrect assignments, lost pay and merit system principles violations.
You will work closely with other Management and Program Analysts to support the Production Line and Support Divisions in the efficient and effective functioning of the group, and develop and implement related policies, processes and procedures.
You will receive purchase requests from customers including mass-material purchases, research appropriate items and/or materials, and verify that items and/or materials are not available from mandatory sources.
You will create multi-team and complex travel arrangements, both in country and internationally, utilizing the Defense Travel System and coordinating travel information with the traveler and the travel office/TMC.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-07:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-05) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying, analyzing and recommending solutions to problems in organizational structures, staffing, and administrative procedures; 2) Performing Government Credit Card Requester/Reviewer duties and responsibilities; 3) Utilizing interrelationships of the production line and the support groups at an aircraft maintenance activity; and 4) Preparing briefings using Microsoft office software (Power Point, Excel, Word).
GS-05:
Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector. General experience demonstrates the following: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. Examples may include the following: 1) Helping analyze problems in organizational structures, staffing, and administrative procedures; 2) Assisting with Government Credit Card Requester/Reviewer duties and responsibilities; 3) Basic knowledge of interrelationships of the production line and the support groups at an aircraft maintenance activity; and 4) Utilizing Microsoft office software to assist in preparing briefings.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-07: Bachelor's degree with Superior Academic Achievement for two-grade interval positions in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position. or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements) in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position.
GS-05: 4-year course of study leading to a bachelor's degree.
